The Cost: Everything has a price in this world, and each society places its value on different items. In the West it’s cars and houses, TVs and eating out. If someone asked to buy mine they would get pretty short shrift, but in Afghanistan, as in other countries in this part of the world it is deemed perfectly acceptable.

Joining up the dots is an odd way of looking at things that seem to sit in isolation, but when you do lots of things slot into place. And this sense of ownership displays itself in other curious ways. On my recent trip to Mazar e Sharif, friends tried to organise accommodation for me, but the only available house was lived in by two Afghan women. Whilst they were related to my friends, and would have happily “put me up”, in Afghan culture you cannot enter the house of single women if no male relative is present.

Its meaning will be misconstrued and you will become a social pariah. These were two elderly women, but there you are. The man I live with has adopted seven boys, and he is paying for them to be educated at the best school in Kabul, he is setting them up for a better life. I asked him recently why he had not adopted girls and he said at the time, he lived alone Office 2007 Key, and therefore he couldn’t adopt any girls. It’s one of his great regrets. He has recently done so, an eleven year old has started staying here, her father had been beating here and he has stepped in. His wife was pregnant but she still got up every day at 4am, lit the fire and spent a day of drudgery serving this bigot, presumably until she died and the pain of her living could finally pass. Many Afghan houses have round ovens built into the floor for bread-making, and one day whilst her husband entertained himself with a troop of dancing boys he had hired, she slavishly made bread over the incendiary heat of the oven, when her waters broke. She quietly went next door to an adjoining room, and with the help of another lady, gave birth. The child was washed and swaddled in a blanket. Twenty minutes later she returned to her bread-making duties, laying her new born next to the oven. In all that time her husband never moved from watching the young boys dancing, he never acknowledged the birth of his child. Which is odd because if it had been a boy he could have doted with the best of them, and if it was a girl he could have bought a Corolla.

I sit alone staring at the moonlight dancing with its own reflection as a warm light breeze massages it’s way across the surface of the water. There is a real calm as I allow myself, probably for the first time, to steal a moment to reflect on the last few days, weeks, months and indeed years of the journey I have had with Dwain Chambers.

On Saturday, away from the scrutiny of the world media, Dwain and I finally met up in person over a plum juice in the privacy of a restaurant in a faceless hotel in Kingston, Jamaica. We had spoken many times in the week – hooray for Skype – but it was not the same, Dwain in a secluded sanctuary of anonymity, me deep in the frontline trenches fending off a barrage of text messages and emails relentlessly populating the screens of my computer and telephone. For different and the same reasons, neither of us had really registered the reality as we dared to contemplate a shared Olympic thought of what had for years been condemned as an impossible dream.

I recall meeting Dwain in late 2009, he was less than a shadow of the shadow of the person I saw today. A deeply unhappy soul, consumed by his own anxiety, frustration punctuating every syllable with real thoughts of retirement as the proverbial white towel was poised ominously overhead. I remember thinking to myself, “It can’t be that bad, it was nearly a decade ago”. How wrong I was… it was actually far worse. Today, armed and protected with hindsight, Dwain smiled when he recalled my words last August (sitting on the high jump mat on the warm up track) in the wake of his World Championships bid in tatters, “There is always a silver lining somewhere Dwain, so long as you are prepared to look for it”. On Dwain’s unique journey there have been a number of times when we have had to look long and hard for that silver lining. It’s discovery a shared precious and personal moment in time.

Off the track, it is now well known that Dwain has been undertaking charity work and doing presentations of his story in schools, colleges and universities. Before most meetings all over the world, Dwain has taken children’s sprint academies delivered in a fun, happy replica watches, personable daddy-like manner. In Dwain’s case it has already, but the much more interesting and unknown question now to contemplate is whether or when the ultimate impossible, or something close to it will.

When I first met Dwain he asked me “what’s in it for you?”, my answer “I have no idea”. It was never anything that could be counted or measured…it was and is the last couple hours.

Panetta Regrets Cost of His Weekend Trips to Calif

The Awkward, Realistic Choices on Low Carbon Elect

As the public debate on securing our future energy needs continues to heat up, one thing is certain. Kicking the fossil fuel habit will be hard. Over two billion people in the developing world need more energy. Even with major improvements in energy efficiency and huge growth in alternative energy Cheap Emilio Pucci Dresses, fossil fuels will be the dominant source of energy in mid-century.

But the fossil energy bonanza cannot go on as it is. Climate change must be tackled because of its environmental and economic impacts – mainly from floods and droughts.

Unfortunately, energy from the sun, though huge in aggregate, is dilute compared with fossil fuels. Solar panels would need to cover an area over two hundred times that of a gas fired power station to deliver the same amount of electricity. A ton of water would need to be lifted ten miles high to have the potential energy available from a gallon of petrol. This means that alternative energy won’t be cheap.

The extra costs for the right choices on low carbon energy are about 1-2% of the economy and, though not trivial, are affordable. Major improvements in energy efficiency are key to keeping these costs down. Crucially, the cost is lower than the economic damage from climate change.

But the wrong technology choices can waste of tens of billions of pounds that could otherwise be spent on houses, schools and hospitals. That is why engineering reality, costs and markets should guide us, not emotion.

So beware the paradox of perfection and let’s get real about the awkward and messy choices for electricity. Development of future generation technologies must continue but for the next twenty years or so there are three big low carbon electricity technologies that matter. These are nuclear, wind (mostly offshore) and carbon capture and storage (CCS) – applied to coal, gas and biomass. Government has acknowledged this in its recently published Carbon Plan.

But time is short and each of these technologies needs a big push. They must be fully evaluated at scale and then deployed. Carbon markets on their own are not yet strong enough to make this happen. Equally, blank cheques for everlasting subsidies undermine innovation and create waste. So an approach in two phases is needed. The first phase is shorter and involves technology evaluation stimulated by competitive launch aid. In the second, long term phase, the electricity and carbon markets must set a market based, competitive framework.

The first phase of evaluation, using launch aid, should be limited to a few new gigawatts of each of the three technologies. This will do three things – begin to create a supply chain; generate ideas for future cost reduction; and confirm the costs of each technology, both absolute and relative. There are already plenty of opinions about these technologies. We should encourage launch aid for evaluation and suspend judgement until the evaluation has been done.

The launch and evaluation phase will last for much of the coming decade. Costs should be shared internationally. We should do those parts in the UK that play to our advantages such as IT, advanced design and large scale process engineering.

Clearly the positions of nuclear, offshore wind and CCS are far from identical. So the launch aid will take a variety of forms and must be kept to a minimum through competition and tough negotiation. Companies should be encouraged with launch aid but they should not earn excess profit from it.

In the second phase, the unseen hand of a competitive market, with carbon costs included, will make the most cost effective choices. There is likely to be some combination of nuclear Cheap Herve leger strapless, wind and carbon capture and storage. It is quite possible that biomass, sourced sustainably, will be an important fuel. The carbon market should ensure that increasingly plentiful gas is used mainly with carbon capture and storage.

Much of what is needed for this two phased approach already exists in Government policy. Carbon capture and storage demonstrators and electricity market reforms are examples. New institutions, based on a ’systems operator’, have already been signaled by Government.

But the idea of this two phased approach, focussing on three big technologies has not been spelled out. Perhaps Government fears being criticised as intervening in the market. But launch aid is an established tool in modern market economies. The two phased approach offers the best chance for reliable, low carbon electricity at the lowest cost. It also offers high value jobs from low carbon technological edge.

The Awakening movement, which started out with a few Sunni tribes determined to attack extremists, has flourished and now contains 80,000 members, but there are fears that the increase in violence against them could lead many to leave and potentially rejoin the insurgency. Iraqi and U.S. officials say al-Qaida in Iraq is responsible for most of the attacks as it carries out a sophisticated strategy that involves not only killing but also infiltrating the groups to gain intelligence.

There are claims that Iranians are involved in the attacks, and officials also recognize that government-backed Shiite militia groups, which have close ties to Iran, are also responsible for some of the violence. But movement members blame the Shiite groups for most of the killings, and the increased attacks aren’t the only problem.
